Why can't I compare counties in different states?

The short answer is, because we said so.

We knew from our prior work with researchers at the University of Wisconsin Population Health Institute that the data are normalized for a county-by-county comparison within a state. Unfortunately, this means that a comparison between counties in different states would be invalid.
